 Mr.
John R. Sammarco; President and CEOMr. Sammarco, founder of Definitive Business Solutions, provides the day-to-day leadership for the company. Mr. Sammarco has twenty-four years of experience leading, managing, and consulting to public and private sector organizations that span the spectrum – from Fortune 100’s to start-ups. He is also a co-inventor of the SMARTopics® Governance System. Recently, Mr. Sammarco deployed leading enterprise risk management capabilities for a major financial institution. Prior to that, he led the definition and development of a company-wide Project Portfolio Management capability for America Online, Inc., and designed and implemented performance management solutions for AOL’s CFO. For Lockheed Martin Corporation, he led the Social Security Administration’s (SSA) Business Services Online (BSO) organization, delivering a broad range of internet applications to 65 million users. He also delivered program management services to the Health & Human Service’s (HHS) Federal Office of Child Support Enforcement. Prior to that, Mr. Sammarco founded and led StepStone Strategies, a project management services company. For Oracle Corporation, he built and led a nationwide $15M consulting practice focused on the Aerospace Industry. For General Electric and the Central Intelligence Agency (CIA), Mr. Sammarco also provided technology services to the Intelligence Community and the Aerospace industry. Mr. Sammarco holds a B.S. in Computer Science from Union College in upstate N.Y., and an M.S. in Systems Management from the University of Denver. Mr.
John D. Padgett; Sr. Vice PresidentJohn Padgett leads delivery of company solutions to clients in the Southeast Region, with regional headquarters in Atlanta, Georgia. Mr. Padgett has over 20 years of experience in consulting, building and directing successful consulting teams with companies such as Oracle Corporation and Lockheed Martin Corporation. Prior to joining Definitive, Mr. Padgett drove 300% growth within his consulting practice and helped to pioneer a full life-cycle consulting model for the organization. Throughout his career, he has worked closely with executives and project teams to design solutions that meet client objectives and fit well within their corporate culture. At Lockheed Martin, Mr. Padgett co-designed and managed a Program Management Office (PMO) that oversaw a mission-critical portfolio of projects for a federal customer, helping Lockheed Martin win consecutive 100% award fees on the program. Mr. Padgett specializes in enterprise project management solutions that help clients increase business performance in their project portfolios. His experience in consulting spans federal and state government, financial services, telecommunications, healthcare, manufacturing and other industries. Mr. Padgett started his professional career as an Analyst with the Central Intelligence Agency (CIA), where he assessed and reported on national-level intelligence issues. C. Jean Sammarco; Vice President, OperationsMs. Sammarco leads all facets of company back-office operations, to include finance, contracts, staffing and human resources. Ms. Sammarco has twenty years of professional experience in a wide variety of engineering and operational roles for General Electric Company and Lockheed Martin Corporation. In addition, Ms. Sammarco has provided consulting services to numerous Fortune 500 companies, to include Black & Veatch (large scale construction), Perot Systems (healthcare), CACI (counterintelligence), Curam Software (municipal software systems), and GridPoint Inc. Mr.
Ted Bielawa; Sr. Director of Product DevelopmentMr. Bielawa leads product research, development, and support for Definitive. Mr. Bielawa has over ten years of experience developing software and product solutions for companies and clients, such as American Management Systems (AMS), Planning Research Corporation (PRC), DynCorp, Cable & Wireless, and the Navy and Naval Reserve. Mr. Bielawa is also a co-inventor of the SMARTopics® Governance System. Most recently, Mr. Bielawa served as a Principal Software Consultant for Infodata Systems, where he supported the American Red Cross. Mr. Brad Center; Practice DirectorMr. Center provides leadership for development and delivery of consulting services and solutions to Definitive Business Solution’s Federal Government clients. He brings over 20 years of professional experience managing IT projects for federal agencies. Prior to Definitive Business Solutions, Mr. Center served as Director of IT Services at Karta Technologies Inc. and for 14 years as Senior Program Manager and Project Manager for SAIC. Mr. Center has managed infrastructure support and software development projects for various Federal clients. He managed infrastructure support to both the Department of Education and HUD – providing network, server and desk-side support to all users. He has also managed software development projects for the Department of Education, Environmental Protection Agency (EPA), Housing and Urban Development (HUD) and the Department of Justice (DOJ). Recently, Mr. Center completed a key project for DOJ where he managed the development and deployment of a SharePoint portal and evaluated project management COTS products. Additionally, Mr. Center has managed the development of Certification and Accreditation documentation, such as System Security and Disaster Recovery Plans for several agencies. In his spare time, Mr. Center serves as the Vice Chairman for the Fairfax County School Board where he works with other board members, parents and the community to develop instructional programs and find ways to continually improve the education system. In that role, Mr. Center led the effort to develop and implement a Strategic Governance framework for Fairfax County. Mr. Center earned an M.A. in Political Science from American University and a B.A. in Political Science from Temple University. He is also a certified Project Management Professional.
